laptop not starting up

When i switch on my laptop on it displays the startup screen but wont start windows and then restarts, ive had the problem for a few days now and im considering chucking it in the bin.

try taking the battery out then pressing the power button while NOT plugged in and the battery is out. Put battery bak in and plug back into the mains.
